Most gambling fans would think twice before laying heavy money on a 20-to-1 proposition. Unfortunately, those are the odds of US legislation proposing regulation of online casinos passing, according to a specialist in Internet gaming laws.
Tony Cabot, a Las Vegas lawyer known as an online gambling expert, told the International Masters of Gaming Law conference in Amsterdam that factors influenced by timing make the passage of Barney Frank's bill or any other that introduces licensing of online casinos very unlikely. Despite the fifty-plus cosponsors of the Frank bill, Cabot says political considerations are decreasing the chances of the bill advancing.
Cabot noted that Senate Majority Leader Harry Reid of Nevada has not voiced support for any of the online gambling measures, and says he won't until a clear consensus emerges from the land-based casinos to which Reid caters. Cabot also pointed out that Democrats faced with tough decisions on health care and the economy are wary of giving election opponents any cause on which to rally.
Cabot told the gathering that "...the last thing the Democrats want to get involved in is an unpopular fight because the Republicans would be all over it.”
Even more ominously, Cabot noted that Internet gambling operators who have continued to serve the US market may contribute to defeating any regulatory bill, figuring that their continued presence may prevent them from receiving licensing.
“This is a move that will not come at the federal level,” said Cabot.
