Episode 7 of the arena Series of Poker on ESPN kicked off with a brief discussion between Jason Mcconnon and Kenny Hallaert a few piece of paper.
Mcconnon, with 1,995,000 in chips just below the common of 2,526,500, brought a so-called push-fold chart that tells players which hands they need to push and which hands they need to fold in what position once right down to a certain quantity of huge blinds.
Hallaert immediately objected to using the ideas at the sheet of paper. Mcconnon, however, seemed sure he was allowed to make use of it.

What Do the principles Say?
Let's see what the WSOP 2016 Rules say in this subject.
The first rule within the 2016 WSOP rule book under the 'Participant conduct and tournament integrity' section is not any cheating allowed. Technically, the usage of the frenzy fold chart might be ruled a cheating device, though that may be an overly liberal interpretation of the rule.
40. The competitive integrity of all Tournament play on the WSOP is paramount. All participants must adhere to the spirit and letter of the Official Rules of the WSOP that forbid play or any action that may be illegal, unethical or constitutes cheating or collusion in any form.

Two rules that hint at relevance to the problem listed below are Rule 63 and Rule 110. They don't, however, come with reference to the location to hand; Mcconnon doesn't use an electronic device (Rule 63), nor does he have the piece of paper at the table itself (Rule 110):
63. Communication: All mobile phones and other voice-enabled and “ringing” electronic devices have to be silenced during tournament play. Participants not considering a hand (cards in muck) will be permitted to text/email on the table, but shall not be permitted to text/email every other participant on the table. If Rio, acting in its sole and absolute discretion, believes a participant is communicating with another participant on the table, both parties could be immediately disqualified from the tournament and face imposition of extra penalties as described in Rule 40. [...] No mobile phones or other electronic communication device will also be put on a poker table.
110. Foreign Objects: There'll be no foreign objects at the table except a maximum of 1 card cap (sometimes called a card protector). Card caps may also be no larger than two (2) inches in diameter and less than one-half (1/2) inch intensive. Participants would possibly not place any food or beverages at the poker table apart from one (1) capped bottle of water.
In fact, all of the rule book doesn't mention anything in regards to the use of an 'aide' or 'tool' or anything concerning getting 'assistance' during a hand from something instead of a player (collusion). Within the end, it's Rule 56 that truly plays here, the guideline that warrants the tournament floor and director to do what's within the best interest of the game:
56. Floor People: The tournament director, managers and supervisors are to think about the most efficient interest of the sport and fairness because the top priority within the decision-making process. The Right Decision?
In my eyes, Jack Effel absolutely made the suitable decision forbidding the usage of the documentation throughout the hand. To me, it's clear that a specific rule regarding the use of any outside assistance is missing from the guideline book at the present time and may be included next year.
